Yes. The 40 x 30 x 20 cm dimensions match the standard cabin bag sizer used by Ryanair, EasyJet, Wizz Air, and most other European low-cost carriers. Even fully expanded and compressed, the exterior stays within the frame.
The internal vacuum zip is designed to be used with your body weight. Roll or pack your clothes, close the airtight zips, then press down on the bag as you seal it. For maximum compression on larger loads, you can add a separate travel pump, but it is not required for everyday use.
